The approval of a new coal plant in Cumbria in the UK is an example of the difficulties posed by decentralisation of government in pursuing a path to net zero emissions. Local authorities can approve certain projects or engage in activities without central government approval in many cases, although the central government often has veto rights. This is even true of China, which despite its seemingly centralised governance structure, does give some power to local authorities to make decisions. Where local jobs and economic growth are concerned, often local government priorities can differ from central government strategy.
